Bailiffs have clamped my car. I am not the debtor, can I cut it off?

No

You are probably a victim of an opportunist drive-by clamper,[1] and you should make a third-party claim.[2]

If you decide to cut off the clamp,[3] then you must be sure to dispose of the clamp and deny any foreknowledge of the vehicle being clamped in the first place, otherwise you may be convicted of interfering with controlled goods.[4]

There are easier ways to protect your car from bailiffs.[5]
