Why do bailiffs show fake ID when the court issues official photo ID

To be police-like

Bailiffs must on request show the debtor and any person who appears to him to be in charge of the premises evidence of his identity, and authority to enter premises.[1]

Bailiff companies substitute official court-issued photo ID with fake ones, sometimes using police-issue warrant card and badge holders.
