Does a bailiff always carry ID?

Yes

Bailiffs must on request show the debtor and any person who appears to him to be in charge of the premises evidence of his identity.[1]

Bailiffs, in particular, those working for Marston Group Limited, show ID that is not authentic, such as a bodycam sticker, or a police-like badge,[2] which commits an offence.[3]

Other bailiffs do not show their genuine court-issue enforcement certificate, instead they show a substitute home-made ID card, or gesticulate to their bodycam so they Capture your face when you approach to take a look at it.
