Can bailiffs force entry for council tax?

No

The power to enforce unpaid council tax is a Liability Order.[1]

Liability Orders enable the council to instruct bailiffs to take control of goods using the Schedule 12 enforcement provisions.[2][3]

The Schedule 12 enforcement provisions enable bailiffs to take control of goods.[4]

Bailiffs may only enter homes by reasonable force for collecting unpaid court fines,[5] unpaid tax owed to HMRC,[6] or any business premises for unpaid business rates.[7]
