Your are going bankrupt and have unpaid court fines.

When you become bankrupt, the bailiff must give any controlled goods over to the Trustee in Bankruptcy if required,[1] and the bailiff cannot sell the goods.[2]

All debts owed by the bankrupt person are released, except unpaid court fines,[3] which still have to be paid, but the bailiff cannot execute the warrant of control because all the debtor's goods are vested in the Trustee in bankruptcy,[4] unless the Trustee releases the goods back to the bailiff.

The bankrupt person is usually released of his debts after 12 months, but the Notice of Enforcement expires after 12 months,[5] which ends the enforcement power unless the bailiff gives another Notice of Enforcement.[6]
