When bailiffs set up a repayment schedule with a debtor, the debtor maintains those payments paid in cash to the bailiff. Money sometimes goes missing.
It could be a mistake, or the bailiff could be pocketing it because the debtor did not ask for a receipt and have no evidence the money was taken in the first place.
Collate up all the money taken by the bailiff, then ask the bailiff company for a statement of account.
Compare the balances and raise a dispute if any money taken or not taken off the balance owed.
Contact the council and ask them for a statement of account, then do the arithmetic to see whether money is going missing and if so, you should raise a dispute.
