Bailiffs can take control of a car outside,[1] or on a highway,[2] in England and Wales.[3]
If the bailiff is attending a private home, he does not have authority to break entry, unless he is collecting an unpaid magistrates court fine,[4] or unpaid tax owed to HMRC.[5]
