Can a bailiff take goods if I don't let him in? As I have been threatened with this?

Yes

Bailiffs can take control of a car outside,[1] or on a highway,[2] in England and Wales.[3]

If the bailiff is attending a private home, he does not have authority to break entry, unless he is collecting an unpaid magistrates court fine,[4] or unpaid tax owed to HMRC.[5]

Keep your doors locked and secured, bailiffs can lawfully enter through an unlocked door.[6]

Bailiffs cannot threaten anyone with getting a locksmith.[7]
