Can bailiffs enter army barracks or Ministry of Defence property where a debtor lives?

No

Bailiffs cannot enter Ministry of Defence property land belonging to a Secretary of State[1] without permission of the debtor's commanding officer (CO) and subject to local byelaws.[2]

Only debts incurred by virtue of the Armed Forces Act 2006 may be enforced against a debtor living on Ministry of Defence land.[3]
