Bailiffs can enter by opening an unlocked gate or door, but they cannot climb over locked gates.
There are no regulations stating bailiffs cannot step over a 3-foot ornamental wall, shrubs or marker identifying a boundary.
Bailiff companies defending a claim when a bailiff has climbed a wall or gate, may try to cite case law that stated bailiffs may climb over a wall or a fence or walk across a garden or yard provided that no damage occurs.[3]
