Yes
When taking control of the debtors car, bailiffs make use any of the following methods:
Fitting an immobilisation device to the vehicle on the debtor’s property,[1] or on any highway.[2]
Removing the vehicle.[3]
The car doesn't need to have wheels for it to be removed, because street lifters are equipped with dolly wheels - temporary wheels - to enable the street lifter to transport the car.
Otherwise, abandoned cars without wheels are lifted using straps around the underbelly of the car.
The car probably is not going to sell to pay the debt, so bailiffs may take it out of spite knowing it is of little value.
This is more common with disposing of scrap cars, and filling the car with building rubble and leaving it for bailiffs to pay the cost of disposal.
