Can Individual Voluntary Arrangements (IVA) stop bailiffs?

When a debtor enters an Individual Voluntary Arrangement, the court may forbid bailiffs taking control of the debtors goods^[1]

Excluded debts include unpaid court fines^[3] and child support.^[4]
