The bailiff company offers an App for making payments, is it safe?

No

With the exception of Jacobs,[1] bailiff companies are Limited Companies and the law says an enforcement agent is a person.[2]

Limited companies are not authorised to act as enforcement agents and therefore, cannot take money transfers from debtors, give a Notice of Enforcement or keep a record of the time it was given to the debtor.[3]

Never download an app offered by a bailiff company. They will track your location and if you make a money transfer through it, expose your bank details and your mobile number.
