The Bailiff clamped someone else's, or a neighbours car or vehicle for your debt.

The bailiff may only take control of goods that belong to the debtor.[1]

The owner of the clamped vehicle makes a third party claim to controlled goods.[2][3] This is previously known as an interpleader claim.
