If bailiffs dont remove an illegal clamp, can I cut it off?

No

If you remove a wheel clamp, then you are guilty of an offence,[1] even if the wheel clamp's use is unlawful.[2]

However, if you are convicted of removing an illegal wheel clamp, you may still seek compensation for any damages you may have incurred.[3][4]
