I run a bar. A bailiff has made Controlled Goods Agreement containing alcoholic products, can the bailiff sell them?

No

An enforcement certificate does not confer a license to sell alcohol.[1]

Bailiffs cannot sell alcoholic products at an auction because the auction premises are not licensed premises.[2]

Bailiffs can potentially sell alcoholic products privately[3] provided the sale is not a retail sale.[1]

Bailiffs taking control of prohibited goods probably do so to cause annoyance to the debtor or other people on the premises.[4]
