A bailiff is trying to trace you and get you to make contact and confirm your whereabouts.
They got your mobile number from the DVLA because it is on the green new keeper slip when you first bought the car, and that means the bailiff is collecting an unpaid traffic contravention debt, and you have moved since buying the car.
Never respond to unsolicited spam text messages and it should be reported.[1]
Official guidelines state that creditors must not issue a warrant knowing that the debtor is not at the address, as a means of tracing the debtor at no cost.[2]
